Does hair dying makes white hair grow more?

It doesn't make it grow more. As Bexa said, it could eventually give the appearance of having less hair, as dye dried out the hair causing breakage, thus not allowing it to grow long or full. As white is the lightest color your hair can be, and light colors give objects or shapes the appearance of being larger than they are (remember the "black is slimming" rule, and similar), I'd recommend leaving it white as it'd make you look as though you have more hair than if you colored it a darker shade.

No. It is a genetic/aging factor. The reason it may look like you have more white hair is that the re-growth will look so much whiter next to your coloured hair. Don't worry, keep colouring if you are happy with the results. Most colours these days are conditioning and actually soften white hair which is often course or resistant in texture.
