Do Zebras have white stripes over a black fur/hair, or black stripes over white fur/hair?

What the fudge do you call the hair on a Zebra/ Horse...is it just plain hair, or fur, or ?

I read this in Zoobooks more than a decade ago...but zebras are black with white stripes. Supposedly, zoologists know this because occasionally, a dark zebra will be born and the white stripes will come later.

They have black and white stripes together!

Just like the tiger, not only does the fur have stripes, but the skin does too. A zebra's skin has the stripes, and I'm not sure how, but the hair growing there will also have stripes.
